IBS Engineering was founded in 1992 and provided Mechanical, Electrical, Plumbing, Fire Protection and Communications Services. Engineered Solutions was formed in 2006 and provided Electrical and Communication Services. In 2011 the two firms merged and the combined practice has grown to serve multiple states and clients. We have a staff of 20 professionals including 6 licensed Professional Engineers. We offer a wide variety of engineering design services including Mechanical, Electrical, Plumbing, Fire Protection and Communications.

President
Mr. Swenson has a Bachelor of Science in Engineering from Union College and is a licensed Mechanical Engineer in seven states. He has 26 years of experience in mechanical engineering consulting with Engineered Solutions. Scott is Principal in charge of Mechanical, Plumbing and Fire Protection Engineering and is a member of ASHRAE.
Eric Sheffer, P.E.
Vice President
Mr. Sheffer has a Bachelor of Science in Electrical Engineering from the University of Buffalo. He has 39 years of experience in electrical construction and engineering consulting and 16 years with Engineered Solutions. Eric is the principal in charge of Electrical and Communications Engineering and is a member of IEEE and ASHE.

Mr. Brino has a Bachelor of Science in Mechanical Engineering Technology from Rochester Institute of Technology. He is in his second year of Mechanical Engineering experience with Engineered Solutions.
Thomas Novitsky

Mr. Novitsky has a Bachelor of Science in Mechanical Engineering from Clarkson University. He joined Engineered Solutions in 2023. TJ is a member of ASHRAE and is working towards his P.E. license as an E.I.T.

Ms. Serna has a Bachelor of Science in Mechanical Engineering from University at Buffalo. She has been with Engineered Solutions since 2025.
Richard Sutherland
Mechanical Drafter
Mr. Sutherland has Associate in Applied Science (A.A.S.) degrees in Construction Technology / Building Construction and Computer Aided Drafting and Design from Hudson Valley Community College. He is a veteran of the United States Army with 9 years of active duty experience where he was a Military Team Leader. Rich joined the Engineered Solutions team in 2016 and is a lead communications designer.

Mr. Berdar has an AAS in Computer Aided Drafting from Hudson Valley Community College. He has 10 years of experience in engineering consulting all with Engineered Solutions. Justin is the head of drafting for the company and is leading change to Revit based BIM drafting and modeling.

Mr. Celeone has an AAS in computer aided design from Hudson Valley Community College. Chris has 5 years of experience working with an electrical contractor and 14 years in electrical consulting. Chris has been with Engineered Solutions since 2017.

Ms. Shover has a Bachelor of Science in Electrical Engineering from SUNY Polytechnic Institute. She is in her first year of Electrical Engineering experience at Engineered Solutions. prior to that, Ms. Shover was a Capital Region BOCES New Visions student at Rensselaer Polytechnic Institute.
Andrew Kelleher
Electrical Engineer
Mr. Kelleher holds a Bachelor of Science in Electrical and Computer Engineering from Worcester Polytechnic Institute. He brings seven years of consulting engineering experience in the design and coordination of electrical systems for commercial and institutional projects. His expertise includes power distribution, lighting and controls, fire alarm systems, and utility service coordination. In addition, he has experience working with electrical utilities, providing insight into service planning, interconnection requirements, and infrastructure coordination to support reliable and code-compliant project delivery. Andrew started with Engineered Solutions in 2025.
